947, Monday afternoon

Structured Cape Town and the way Joburg has structured Joburg. But there's nothing inherently wrong with the concept of entities if they work well, if they have boards comprising the real experts in the field, and if all of that expertise is put into governing a specialist body that is supposed to deliver a particular service. What's gone wrong with the entities is that they've become parking bays.

For people to whom political favours are owed. And, you know, there's no engineers on the Joburg Water Board. I know that Mr. Nchabeni does have, he is a water engineer, but literally he's the only one. And for the rest, it's, you know, who's owed a political favor, you'll get put on a board and earn some money. I think, Helen, you've spoken about track record and, of course, used the Western Cape as an example of that track record. And this

Will come up over and over again. How do you respond to residents in poorer communities in the Western Cape who still continue to raise those concerns about crime, about inequality, about service delivery, and saying you're using that as a track record to work in Johannesburg? Well, let me tell you that every single city and town in South Africa has inherited the legacy of apartheid. Every single one. The question is: which towns and cities are making the best progress to overcoming that legacy?

Legacy. And there is no debate at all on every single one of the government's own statistics, from Statistics SA, from the Public Protector, from the Auditor General. The DA-run towns and cities are making the best progress at overcoming the legacy of apartheid. Another question: you are currently front runner according to the polls, right?

Coalition government likely, which is something you've spoken against. You said you'd rather be opposition still. No, I haven't said we'd rather be opposition in all circumstances. What I have said is that if we have to put together another nine-party coalition that is dependent on the EFF to stay in power, then I would rather be in opposition, and I stand by that. I'm not going to try and run a nine-party coalition that is a minority coalition and that has to rely on the EFF because you can't get anything done then without being extorted.

And without being forced to cross a line that I won't cross. Well, this is an opportunity for Joburg residents to ask you questions directly and for you to be able to answer them so that they can make an informed decision in two days' time.
