702, Thursday evening

Collisions having come in through a coalition after the DA was in office. Secondly, there have been challenges indeed that happened because of vandalism, the problems of water, and what is the challenge? If I can ask you, Ms. Mokonyani, because. The challenge was very simple, John. You know there was cable theft, there was vandalism. Thirdly, you knew that when electricity

Got affected with all these three things that I'm saying, it will then affect the pumping of water and when that supply recovers, then water systems also get affected. However, it has been through an integrated government intervention where the National Water Crisis Committee stepped in. We have had a problem in the city of Johannesburg that the NC also acknowledges of outsourcing of the core businesses of local governments, such as refuse collection.

The voter, as she goes to a voting station, having to jump waste that is littered across. We need to make sure that there's insourcing of those kinds of services, including the ring fencing of the resources for maintenance by the various SOEs that are in place. Isn't it, to be honest, too late for all of that? Because the African National Congress has had literally decades to get these things right. And you may choose to pick recent history.

In a particular metro. The challenges you speak of are: yes, some of them are external. Cable theft is an absolute scourge in our country. But the failure to appoint competent people, the overspending on security services that have not delivered in the way that they should, those are not challenges I put to you, Ms. Mokane. They are mistakes made by the ANC and the voters are expressing their view on it. But you'll also understand, John, that.

Over the past 10 years, there's been instability in the city of Johannesburg. After the DA had Herman Mashaba and many other mayors that were in office, then there was that instability of a one-party representative being the mayor. What is of importance with this is the lessons we are learning. And hence, in our manifesto, our second pillar of the manifesto was about building efficiency and good governance at a local level.

When the NC came in and became the mayor, the reserves of the city were gone. There was doing away with the indigent policy. There was approval to pick it up to outsource and get a private company to come in and deal with waste collection. These are the things that had to be sorted out now within a period of two and a half years. Let's leave Joburg for a moment.
