The Madlanga Commission’s second interim report recommended disciplinary action against suspended deputy national police commissioner Shadrack Sibiya, Sergeant Fanny Kosi, Brown Mogotsi and protected witness Witness G, and urged a criminal probe if evidence supports it.

The Commission also ordered an immediate investigation into an alleged off-the-books crime intelligence operation involving Mogotsi and Witness G, while the Presidency said the SAPS Special Investigations Task Team will handle the referrals.

Testimony at the Commission pointed to an alleged plot by senior IDAC officials to remove Dumsani Kumalo and Fani Masemola, with claims that Andrea Johnson pressured arrests and that motives extended into SAPS and crime intelligence networks.

NSFAS administrator Professor Shangani Matebula said the third administration’s plan is to restore governance, pay students on time, rationalise accommodation risks and regionalise offices, but critics said the scheme still suffers from middlemen, outsourcing and political interference.
