ANC accepted responsibility for progress and failures in municipalities, with Ramaphosa saying the party would not run away from broken services, ageing infrastructure, corruption and weak leadership.

The manifesto set out a six-point plan, starting with reliable basic services: water, electricity, sanitation, roads and refuse removal, backed by faster maintenance and upgrades.
- 13:51
Municipalities were told to reduce dependence on consultants and contractors, rebuild technical capacity, transfer title deeds faster, and protect indigent households with free basic services and subsidies.

Ramaphosa tied future councillors and mayors to stricter accountability: public performance agreements, regular assessments, action on Auditor-General findings, and removal of underperformers.
